Fleet Maintenance Supervisor
DEFINITION
To plan, organize and direct the maintenance, service and repair of the City's motorized equipment, and provide supervision and direction to fleet maintenance personnel. This classification is assigned to the Miscellaneous bargaining unit for labor relations purposes and is subject to overtime, callback and standby assignments, and shift work.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by the Utilities Maintenance Manager. Responsibilities include direct supervision of Fleet Maintenance Mechanics.
ESSENTIAL FUNCTIONS: - Duties may include, but are not limited to the following:
- Schedules and assign shifts and establishes work priorities; develops and implements programs of preventive maintenance; manages and analyzes operation and maintenance costs for all City equipment.
- Determines requirements for spare parts, supplies, and materials inventory; assists in preparation of specifications for equipment.
- Makes budget requests, maintains fleet maintenance budget and monitors budget expenditures.
- Researches catalogues, checks prices, orders and makes direct purchases of equipment, parts and fuel; makes work assignments, sets priority for trains and reviews the work of fleet maintenance personnel; conducts performance evaluations; recommends hiring and discipline of subordinate employees.
- Establishes standards of performance for each position supervised; conducts staff and safety meetings; instructs assigned staff in work methods; checks and corrects work in progress; reports to supervision problems encountered.
- Provides supervision and assistance in the repair and maintenance of public transit buses.
- Observes and enforces safety regulations; prepares reports on equipment utilization and status of projects; attends meeting and training sessions; approves the purchase of supplies and parts.
- Operates City vehicles and performs related work as required.
MINIMUM QUALIFICATIONS:
Knowledge Of:
- Methods, practices, material and tools of the equipment mechanic trade.
- Electric arc welding and acetylene welding.
- Operating and repair characteristics of a variety of heavy automotive equipment.
- Occupational hazards and standard safety precautions necessary in the work place.
- Equipment purchasing and acquisition practices and methods.
- Principles of gasoline and diesel engines.
- Principles and practices of supervision and training.
- Equipment maintenance record keeping systems.
- Principles of budget and fiscal policies.
Ability To:
- Plan and assign the work of equipment mechanics.
- Develop a comprehensive equipment maintenance program.
- Diagnose defects and repair a wide variety of heavy automotive equipment.
- Develop and review equipment specifications.
- Maintain records and reports.
- Supervise and train subordinate personnel.
EDUCATION AND EXPERIENCE
EXPERIENCE:
EDUCATION
Equivalent to the completion of the twelfth grade supplemented by specialized training in auto mechanics and heavy equipment, with equivalent to six continuing education units in a related field. Experience in supervision, and/or continuing education equivalent to three continuing education units in supervision.
EXPERIENCE
Five years of experience as a journey level automotive or equipment mechanic, including at least two years of supervisory experience.
LICENSE OR CERTIFICATE
Possession of an appropriate, valid California Driver's License at the time of appointment, to be maintained as a condition of continued employment. Possession of ASE Certifications in Brakes, Manual Drive Train and Axles, Suspension and Steering, Heating and Air Conditioning, Electrical/ Electronic Systems, Engine Performance, and Engine Repair, at time of appointment.
PHYSICAL REQUIREMENTS
Maintain the following physical abilities: see well enough to read, write and make observations, operate hand and power tools, vehicles and heavy equipment; hear well enough to converse on the radio, telephone and in person; bodily mobility to walk, bend, stand, crouch or climb for extended periods of time, operate assigned equipment and vehicles and perform heavy manual labor for extended periods; ability to tolerate extreme fluctuations in temperature while performing essential functions and be able to lift equipment as necessary.
